State Senate

Of the eighteen senators of the first legislative session, nine were Latter-day Saints, seven were Utah-born, and twelve were Republicans. The average age was forty years old, with Edward H. Snow (thirty years old) as the youngest member and Robert C. Chambers as the oldest (sixty-three years old).

Notable members of the first session included:

  • George M. Cannon, a businessman who was unanimously elected the first Senate president. He was a champion of women’s rights and supported hiring female legislative clerks.
  • Edward H. Snow, a teacher from St. George, the son of a pioneer family, credited with developing the state’s tax code and helping found what became Dixie State and Southern Utah universities.
  • Prominent Provo lawyer George Sutherland, who later served in both the U.S. House and Senate, and in 1922 was the first, and only, Utahn to be appointed to the U.S. Supreme Court.
  • W. D. Candland, a leading livestock producer who brought Rambouillet sheep to Utah.

Although not all passed, senators discussed, debated, reviewed, and wrote bills on such topics as libel laws, damages to and disease of livestock, the organization and functions of courts of law and various other offices, governing cities and counties, and heritability for children of polygamous marriages.
