Hyrum Lemmon moved to Utah in 1852 and grew up on a farm in Mill Creek. He graduated from Deseret University in 1876 and taught school for several years. Lemmon served as mayor of Payson for two terms, starting in 1891. In 1895 he attended the Constitutional Convention. As a state representative, Lemmon “was one of the quiet, conservative hard-thinking and hard-working members of the house” (Drumm 1896, 73). Following the legislative session, Lemon returned to mercantile and livestock businesses.
