Biographical Text

Thomas Fergusson was born in Edinburgh, Scotland, and educated in Glasgow, Scotland, and Lisbon, Portugal. He came to the United States in 1872 and moved to Utah in 1880. In his legal practice, Fergusson specialized in mining law, and as a representative, he promoted mining interests. He acted as chairman of the Appropriations Committee and both drafted and sponsored the appropriations bill of which “it can be said to Mr. Fergusson’s credit and as an evidence of his efficiency, that the appropriations bill passed the house in less time and with fewer changes than did any other measure approaching anything like the same importance” (Drumm 1896, 83).
