Biographical Text

William Howard emigrated to Utah in 1853. He received much of his education at home. Howard was appointed a second lieutenant in the territorial militia and, at age nineteen, took charge of a small company of men during the Black Hawk War. He held several public offices in Rich County. Starting in 1886, Howard served as a statistical correspondent to the United States Department of Agriculture and received a commission as a World’s Congress member. In 1895, as a member of the Constitutional Convention, Howard signed the new state constitution. He never missed a meeting during the convention. Howard was appointed a commissioner of the United States' circuit court for Utah in March of 1896. He died in 1914 from Bright’s Disease.
